The Defense Finance and Accounting Service requested an advanced decision concerning an Army employee's claim for temporary quarters subsistence expenses (TQSE) and shipping costs incident to her permanent change of station.
GAO held that the claimant should be reimbursed for TQSE she incurred while occupying her privately owned boat, but not for monthly purchase payments, or the cost. Issues were addressed regarding a disabled Army Corps of Engineers' employee's claim for lodging expenses at her permanent duty station.
GAO determined that: (1) regulations prohibit payment of per diem or subsistence expenses to employees within their permanent duty station; (2) the claim should be denied; and (3) repayment of the erroneous travel advance should U.S. GAO waived.
